News that funding is not included in either of the budgets being considered by the General Assembly was a huge blow, both to students - - many of whom are on waiting lists to enroll in degree programs -- and to hospitals, which have been counting on Nova's expansion to help beat a severe nursing shortage. School officials said their programs eventually will triple the number of registered nurses graduating from Nova.

"Unless some miracle falls out of heaven, the money is nowhere to be seen," said Charles Downs, Nova's interim president. "We're all really disappointed," he said, adding what sounded like hope: "If we bide our time, when money is available and the economy turns around, this will be a priority for the General Assembly."
