On Aug. 31, 2004, the public defender's office won the lawsuit which stated the parole board's application of new parole guidelines dramatically increased the length of time that inmates must serve before becoming eligible for parole. The public defender's office said thousands of inmates had been forced to serve two and three times the maximum sentences possible under current law.
