Dan Young/Wausau Daily Herald In an Aug. 27 letter addressed to Wausau Mayor Jim Tipple and obtained by the Wausau Daily Herald, the Wisconsin Department of Transportation informed the mayor that the Federal Highway Administration will refuse to put federal dollars toward the Thomas Street construction project because of the city's violation of regulations intended to protect property owners, particularly low-income and minority owners.
