The city and county paired up with other local municipalities to conduct a $10,000 survey that collected salary and benefits information from private companies in the area. Public and private salary comparisons were irrelevant prior to Act 10's passage in 2011, limiting public employees' collective bargaining abilities, Marathon County employee resources director Frank Matel said.
