SOMETIME VERY SOON, (the date is classified), the United States will test a weapon system that promises to burst through a new threshold in the arms race -- a race for military supremacy in outer space. This competition will he almost unimaginably expensive; it will be almost impossible to turn back once it has commenced, and even if the weapons involved work the way they are supposed to, the nation will be less secure in the end.
