Democrat Harry L. Thomas defeated veteran Ward 5 B.C. Council member William R. Spaulding in the District primary yesterday and teacher Jim Nathanson won nomination to succeed retiring Ward 3 incumbent Polly Shackleton in contests that almost certainly will change the balance of power on the 13-member council.
