One of the best stories to come out of this election year is the surge in voter registration among people who have traditionally never voted in large numbers. The Reagan administration's social welfare cuts have galvanized the kind of response that ought to exist in a democracy, and regardless of what budgetary policies individual citizens favor, we are collectively watching a rather remarkable development.
