The House, Committee on Pacific Railroads had a meeting yesterday to find out if it had a chairman. Mr. Throckmorton, who is second on the committee, as announced, presided. After some informal discussion of the situation the committee inally resolved to inform. Mr. Polter that the committee was organized, save as to its head, but it was ready to go to work if he was, and that if he had resigned and could not serve as their chairman, they would be obliged if he would inform them of the fact so that they might govern themselves accordingly.
