In our memory serves us, Mr. Charles Foster promised the country last February, as an inducement to let the clectoral count go on, that, under Hayes, the flag would wave over States and not over provinces. We took a survey of the flag on the north wing of the Capitol yesterday and discovered that it was waving over Kellogg. Mr. Foster should explain what State the flag is supposed to decorate in this instance.
