The following general orders have been issued from the War Department: GENERAL ORDER No. 110. -- The President to whose attention the subject of issuing Certificates of Merit under sections 1,216 and 1,285, revised statutes, has been invited, is pleased to direct that these statutes shall be brought into active operation, to take effect from June 22, 1874, the date of approval of the act to revise and consolidate the statutes of the United States.
