There is no reason to doubt the unconstitutionality of the Tenure-of-Office law. There is very little reason to doubt that it was believed to be unconstitutional by the leaders of the Republican party in Congress at the time it was enacted. The more candid and prudent of the Republican journals of Hie country were its enactment, of the account of their disbelief in its constitutionality.
