Every one who has had occasion to learn knows that the present Police Court building is absolutely unfitted for the purpose. During a trial it is about as much as a man's life is worth to attempt to try a case there, for the mephitic atmosphere and the intolerable stench that prevails are enough to destroy the strongest nerves. When the court was established by act of Congress, the building where the sessions are held at present was altered upon temporarily.
