THE Secretary of War is opposed to a reduction of the army. He wants the present single standard preserved with the addition of and elastic of India rubber system whereby the force can be increased to 30,000 or 40,000, as emergency may require. In other words, the Secretary would run the army on Gunter's sliding scale.
