Declaring that former President Roosevelt is a Democrat and won't admit it, Representative Harvey B. Fergusson, of New Mexico, speaking last night at the meeting of the District of Columbia section of the Woman's National Democratic League, held in the ballroom of the Cairo Hotel on Q street, explained to the assemblage the meaning of the initiative and referendum, and urged that policy as one of the best means of securing real popular government in this country.
