Chicago, March 18 (A.P.). -- The Health Department is upset over the traffic policemen's whistles. They are too harsh, too shrill, too raucous. Commissioner Arnold Kegel told the Chicago Medical Society today. He suggested a musical tooting of some kind as a boon to the city's sound-wracked nerves.
