The D.C. board of elections yesterday certified the Rev. Walter E. Fauntroy as the winner of the March 23 election for D.C. delegate. The Democrat received 68,166 votes, or 58 per cent of the 116,635 votes cast. The total includes challenged and absentee ballots. The official tallies registered by the other candidates were: Republican.John A. Nevius, 29,249; Julius W. Hobson, D.C. Statehood Party, 15,427; Franklin E. Kameny, independent, 1,888; the Rev. Douglas E. Moore, independent, 1,301, and James E. Harris, Socialist Workers Party, 431. The board said there were 173 write-in votes.
