Capt. Howe entered the Navy in 1946 and was a member of the submarine service. After serving as an officer aboard several submarines, he commanded the USS Cutlass. He later commanded the ammunition ships USS Mazama and USS Nitro.

Survivors include five children, Maryellen Dawson of Norwood, Mass., Thomas Howe Jr. of Germantown, Anita Handler of Southport, N.C., Patrick Howe of Watertown, Mass., and Tara Howe of Brockton, Mass.; a sister, Sister Anita Marie Howe, a nun with the Sisters of Charity of Cincinnati; two brothers, Robert Howe of Bluefield and James Howe of Odenton; and three grandchildren.
