Ruud Lubbers, a former prime minister of the Netherlands, was named today to lead the U.N.'s refugee agency, ending months of jockeying for one of the most powerful posts in the United Nations system.

Secretary General Kofi Annan tapped Lubbers, 61, to succeed Japan's Sadako Ogata, who will step down in December after 10 years as U.N. High Commissioner for Refugees. The nomination is expected to be approved Thursday by the 189-nation General Assembly.
