At a news conference a few hours earlier, caretaker Premier Robert Malval - in a move clearly coordinated with the U.S. officials - demanded that state workers disregard all orders from [Emile Jonassaint] or the army commander, Lt. Gen. Raoul Cedras.

U.S. officials have branded the army-backed inauguration of Jonassaint as illegal. The U.S. Information Service summoned journalists to the Malval meeting, and embassy spokesman Stanley Schrager was present. American officials have discouraged Haitians from entering the cabinet of Jonassaint.

Malval was hand-picked by [Jean-Bertrand Aristide] to lead a transition government under a U.N. plan to restore democracy and return Aristide.
