In what may be a centerpiece of his visit, [Mikhail Gorbachev] is to present to the Japanese parliament Wednesday a Soviet blueprint for new security arrangements in Asia. According to a draft made available to journalists, Gorbachev will call for a five-nation Asia-Pacific Security Conference to be attended by China, Japan, India, the Soviet Union and the United States.
