A measure to eliminate Dulles Toll Road car-pool restrictions, which have angered thousands of commuters, was added to a congressional spending bill yesterday by Rep. Frank R. Wolf (R-Va.).

Wolf is running for reelection in a congressional district that was altered by redistricting but still includes a large part of western Fairfax County, many of whose residents use the Dulles Toll Road frequently. The car-pool restrictions were designed to cut down on the pollution and congestion attributable to single-passenger vehicles by giving car-poolers their own lane, thus a faster commute. Similar rules are in effect on some other key arteries, including Interstate 95 and Interstate 66.

Cynthia Conaty, of Sterling, a leader of a citizens group opposed to the car-pool rules, said she will be "elated" if Wolf's measure becomes law. But she, like Wolf, refused last night to make predictions about its prospects.
