IN THE TWO full pages of liner notes accompanying his second solo LP "Forever and Ever," Howard Hewett confides, "You see, to me, my albums are like letters written from me to you . . ." And this time out, Hewett wants to chat with us about a "Strange Relationship" and "Natural Love." In other words, he has nothing new to say - the success of this LP is all in the way Hewett says those little nothings. The mainframe behind the L. A. pop-soul trio Shalamar (which also unleashed Jody Watley on the world), Hewett has continued to perfect his clinically precise pop-funk fusion, and he swoops above and around the shiny beats with his amazing aerialist falsetto.
