MoneyCard Systems Inc. of Washington and its president and chief executive, Barry Grimes-Hardie, also were ordered to stop using the Visa and MasterCard trademarks, a lawyer for Visa and MasterCard said. In the suit filed yesterday, Visa and MasterCard said that in late 1986 federal and state banking regulators ordered Universal to sever ties with MoneyCard. Nevertheless, MoneyCard continued to issue Visa and MasterCards under the Universal Bank name, the suit said. MoneyCard's main office is on T Street NW in the District, but it has a branch in Oakland, Calif. The suit was filed in San Francisco because MoneyCard issued at least 3,000 cards in California, said Visa and MasterCard attorney Daniel Bookin.
