Among the 966,000 Caesarean deliveries in 1991, about 35 percent were repeats. The overall Caesarean rate was 23.5 per 100 births, the same as 1990. Compared with 20 other countries, only Brazil and Puerto Rico (considered a separate country in the study) showed higher rates.

The national goal of lowering the rate to 15 Caesareans per 100 births - the rate the CDC deems medically appropriate - by the turn of the century probably won't be met, said CDC statistician Selma Taffel.
