Herr says Montion, Avitia and the Latino Political Action Committee participated in money laundering, improper campaign reporting and improper receipt of campaign funds, and did so without the Latino PAC being properly registered as a legal entity. Moser said in the complaint that Montion's acts violate government codes requiring campaign contributions in the donor's own name, prohibiting anonymous contributions over $100, prohibiting contributions on behalf of another person, requiring candidates' agents to promptly report contributions and requiring reporting of in-kind contributions.
