The centers' builder, wealthy developer Robert K. Mericle, agreed to pay a $17.75 million settlement to more than 1,000 former juvenile offenders who claimed their rights were violated in the kids-for-cash conspiracy.

Mericle is awaiting sentencing for lying to a grand jury about his payments to Ciavarella. Court documents indicate Mericle's company provided free construction to [Raphael J. Musto]. Mericle is an expected prosecution witness if that case ever comes to trial. - Dave Janoski
