Port Huron Area School District is one of 14 districts in the state participating in a pilot program to help the council select the best evaluation system. Prior to the tenure change, many districts were using personalized evaluation tools, and in some cases teachers who were not evaluated at all were deemed as satisfactory, said Michael Van Beek, director of education policy at the Mackinac Center for Public Policy.
