Mayor Michael Di Biase said no one- including the city's own legal department- raised a red flag about the possibility Councillor Mario Ferri could be in a legal or ethical conflict after casting the tie-breaking vote in his own favour.

Not only does he have a potential conflict by just participating in the ballot, but Ferri's vote also swung the 3-3 tie in his own direction, Regional Councillor Joyce Frustaglio said.

Di Biase said in an interview he will ask city solicitor Bob Swayze for a legal opinion on whether Ferri should have debated and voted on a matter that involved him.
