"The number is sufficient to ensure security during meetings of the interim government and meetings about the formation of a loya jirga (grand council of tribal elders) and this is all that is needed," [Mohammad Fahim] told the media during a round of private meetings between rival Afghan factions in Kabul and U.N. special envoy Lakhdar Brahimi.

While Brahimi said Alliance leaders assured him privately yesterday that the handover will run smoothly, Fahim's remarks threaten a showdown over the sensitive issue of an international security force in Kabul.

Fahim said nothing in the Bonn power-sharing deal required the Northern Alliance to withdraw its security forces from Kabul. Brahimi refused comment on Fahim's remarks.
