When the innovation agenda will happen and how much money Ottawa can afford to spend on it are now very much up in the air in the wake of last month's terror attacks.

Prime Minister Jean Chrtien's government envisioned the innovation agenda as a multi-billion-dollar package of measures meant to help Canadians work smarter and prepare for the new, high- tech economy.

At that time, Ottawa will call for in-depth consultations on the proposed policy with the provinces, business, labour and other interested groups. Not until that is done over a period of months will Chrtien and his cabinet craft a final set of innovation measures.
