Instead of using the provincial figures to help compile statistics that would have forewarned politicians and taxpayers of crushing hikes sparked by the province-wide reassessment - as Toronto officials did - regional staff waited until after the tax bills were issued in late August to fully assess the impact.

York's approach to the reassessment boondoggle is in stark contrast to that of Toronto officials, who worked feverishly for months to compile rolling figures that illustrated the impact of provincial reassessment on city businesses and homeowners.

[Don Black] said all municipalities were given the same, individually tailored information months ago, and many, including Toronto, used it to compile early tax figures. "To say we provided extra special service to Toronto is not right."
