The Metro zoo board was warned three years ago the monorail train that crashed this summer and injured 37 people was in such bad shape there could be a serious accident.

A copy of a confidential staff report submitted to the zoo board in December, 1991, said the monorail's braking and propulsion systems "will fail on a regular basis," if repairs are not done and could result in "personal injury" to zoo visitors.

The zoo board chairperson, Metro Councillor Brian Harrison (Scarborough Centre), said the board has not been negligent in its handling of the monorail upgrading.
