First, the TTC sparred with the province. Queen's Park began the 1980s by pushing the TTC into switching from streetcars to high- priced and untested new transit technology for the route that became the Scarborough RT.

* A simple pedestrian tunnel beneath Bay St. is being delayed and costing an extra $500,000 because the city is demanding the TTC do its work at night. The TTC is especially annoyed because Toronto has refused to fund the project, which will link upgraded Gray Coach and GO terminals with the subway system.

The constant bickering between the TTC and Toronto over serving the ferry dock led to the recent decision by the owners of the Harbour Castle Westin to withdraw their $2.5 million share of the $4 million cost. The TTC now plans to build a smaller stop on the north side of Queen's Quay, which means thousands of people will have to cross the busy street to take the ferries.
