The Rangers, Courtnall and the Players' Association all protested to NHL president John Ziegler that the Oilers should not be able to trade away their right to match the offer to the Capitals.

Having secured the rights to Courtnall, the Capitals could decide not to match the Rangers' offer. Then New York would be able to sign Courtnall by sending Washington a third-round draft pick.

According to [Alan Eagleson], [Joseph Kane] stated in his judgment that while he did not necessarily agree with Ziegler, he found that the NHL's bylaws and contracts are subject only to the interpretation of the president. Therefore, he ruled Ziegler's decision is final.
