Kitchener, Ont.
If Quebec separates from Canada, the federal system would no longer work and a constitutional war could erupt, [Ed McWhinney] told a parliamentary committee Thursday. When the dust cleared, Ontario could be hacked into two or perhaps three provinces - including the province of Toronto, said McWhinney, a political scientist at Simon Fraser University in Burnaby, B.C. "One way would be to make Toronto a province and if you want to make three, I suppose you have Western Ontario - I suppose London would be the centre there - and eastern Ontario, including Ottawa.
