Along the way, the speech did touch on some welcome initiatives. The government plans to give a higher profile to scientific research and development, with the establishment of a National Advisory Board for Industrial Technology, chaired by the Prime Minister, and the creation of a Canadian space agency. It is committed to "a concerted approach" to provide day care for working parents. It has rediscovered GATT, the multilateral trade forum, which got at least equal billing in the speech with the Canada-U.S. bilateral trade talks. And it has given a ringing endorsement to the United Nations and the Commonwealth, two beleaguered institutions that need all the support they can get.
