Louis Friedman, director of the Planetary Societys based in Pasadena, Calif., said Soviet officials told the U.S. delegation that they expect to dock their space shuttle with their orbiting space station called Mir as early as next year, despite speculation in the West that the Soviet program could atrophy because of more pressing problems on the Soviet agenda. The Soviet shuttle has flown only once, and no shuttle has ever docked with an orbiting space station. No other nation has both a permanent orbiting station and a reusable space plane. The names reserved for the first 10 storms of 1990 are, in order, Arthur, Bertha, Cesar, Diana, Edouard, Fran, Gustav, Hortense, Isidore and Josephine. If there are more, they'll be named Klaus, Lili, Marco, Nana, Omar, Paloma, Rene, Sally, Teddy, Vicky and Wilfred - more than enough. If there is a 17th, the initial Q will be skipped.
