ST. JOHN'S, Nfld. (CP) - After spending 17 years in the political wilderness, the Liberals returned to power in Newfoundland with a vengeance yesterday, devastating the ruling Progressive Conservatives. The Conservatives have held power since 1972 when Tory Frank Moores toppled Liberal Joey Smallwood, premier since Newfoundland joined Confederation in 1949. Smallwood, 88, followed the returns closely on his television in tiny Roaches Line. [Rideout], 40, who succeeded Brian Peckford on March 22 as the province's fourth premier, was easily elected in his rambling, northern Newfoundland riding of Baie Verte-White Bay.
