CORNER BROOK, Nfld. (CP) - Newfoundlanders gave Premier Brian Tobin a warm welcome home yesterday, re-electing the Liberal party he took over last month after quitting federal politics. ``I undertake the office of premier with a clear sense of purpose,'' Tobin, 41, said in a victory speech as supporters cheered the party's overwhelming majority. The popular Tobin - whose time as federal fisheries minister was highlighted by a battle with Spain over foreign overfishing - spoke of hope for Canada's poorest province.
