At the annual levees around Metro yesterday, talk of the coming megacity put a damper on New Year's cheer. New Year's levees give mayors a chance to play host to ordinary citizens in a social setting, but next year there is to be just be one mayor and one giant City of Toronto with some 2.3 million residents. Many of the 500 Toronto residents who lined up to give holiday greetings to Mayor Barbara Hall at City Hall expressed fear of the change, which is being made by the provincial government.
