"This is more than just a piece of paper we are signing. It has a real story behind it," said Tan Eng Chye, provost of the National University of Singapore, at a ceremony at the Waterloo institute yesterday. "We both have a critical mass right now. If we put them together, the chances we will be successful are much higher."

"We've helped each other a lot over the years," said Michele Mosca, the IQC's deputy director. "This is just another step forward."

"There is a friendly competition, but it is not adversarial," said [Artur Ekert]. "There is a feeling now that we are working in a global village. So yes, there is competition, but it is to be encouraged."
