Oshkosh City Manager Mark Rohloff had scheduled a public hearing during Tuesday's Oshkosh Common Council meeting to split the bill among 16 bar owners participated in the Oct. 8 pub crawl after the city received no response from the event's organizer, Joe Kubiak, after sending him a bill for police and other services the city provided during the event.
