Abstract (Document Summary)
According to prison guidelines, a "disruptive group" consists of inmates who pose a threat to the physical safety of other inmates or prison staff members because of their activities. According to testimony in this week's hearing, the Northern Riders were formed in 2001 at the High Desert State Prison in Susanville by Nuestra Familia gang members unhappy with their gang's structure.
