Ethics Board Vice Chairman Hank Perret asked why each national group joined local subcontractors with LRA ties. That might look to some like they were trying to influence the contract's award, he said.

The companies need to get rid of the subcontractors and have no relationships with entities connected to members of the LRA, the Ethics Board advised.

ACS contracting the Memphis-based law firm of Baker, Donelson, Bearman, Caldwell & Berkowitz. LRA member Donna Fraiche is a shareholder in the firm's New Orleans office.
