Local developer Russ Morris has turned in plans through an architectural firm to Metro Water Services, proposing to replace Harding Mall at Harding Place and Nolensville Road with another building. Michael Cochrane, the Gresham Smith and Partners engineer working for the developer, said the proposal doesn't need a zoning change, but it does need a variance from the Metropolitan Storm Water Management Committee because the property is in a flood plain.
