Problems in the 8-month-old Turlington Building, named for former education com- missioner Ralph Turlington, started Wednesday when an electrical transformer shorted out on the seventh floor. Smoke from the transformer tripped alarms, forcing the evacuation of the 19-story building.

Even above the 14th floor, things weren't quite normal. Employees sweated as they climbed stairs. ``I don't know if you've ever walked up 15 flights of stairs in a hot building, but it's not pleasant,`` said Board of Regents spokesman Pat Riordan, whose office is on the 15th floor.
