The Food and Drug Administration's campaign to stop kids from smoking and chewing tobacco is backed up with 576 pages of documentation that aims to hang the tobacco industry on its own words and deeds.
Those blunt words, along with hundreds of references to scientific research and secret industry documents, are included in the two, inch-thick binders that the FDA submitted last week in seeking jurisdiction to regulate tobacco.
The agency's goal is to prevent the creation of new generations of smokers by sharply restricting the marketing and sale of tobacco to children. Specifically, the FDA and the Clinton administration hope to cut underage tobacco use in half in seven years.
