2004 will be spent on a brief, but crucial part of the road, said County Engineer Rick Pharis. That's the bridge in Dunlap over the Elkhart River, the Norfolk Southern rail line and U.S. 33. It should take at least a year to complete, with a cloverleaf connecting it to the highway that links Elkhart and Goshen.
