Abstract (Document Summary)

CLARIFICATION (March 26, 2002): This article says state Sen. Robert Garton, R-Columbus, uses the legislative principle of germaneness to kill proposed legislation he does not favor. The article, about a new name for Elkhart County's portion of the St. Joseph Valley Parkway, should have said that some lawmakers believe that is how Garton uses the principle, and that Garton contests that view.

Garton's decision won't stop the Department of Transportation from affixing Mock's name to Elkhart County's portion of the parkway, according to Kathy Noland, InDOT's legislative liaison.

Noland said [InDOT] will arrange a ceremony on the parkway later this year, when two signs bearing Mock's name will go up. One will face westbound traffic that enters the parkway at Elkhart County Road 17, east of Elkhart, and the other will face eastbound traffic as it leaves St. Joseph County and enters Elkhart County.
