Witnesses reportedly saw the Walter enter the office building at the Lexington Place apartment complex, in the 1300 block of Williamsburg Drive in Bossier City, just after 11:30 a.m., where he is accused of unleashing fire on the victim, April Fulghum, 32, the manager of the complex, who was struck several times.
